The story takes place in a downtown of Tokyo, Ikebukuro. Teenage punks gang up and fight against each other. The gangsters are afraid of an urban legend "Dullahan" headless rider, who rides a black motorcycle without head lights nor sounds of engine. Ryuugamine Mikado is a normal high school boy who seeks peculiar beings. When he moves in to Ikebukuro, a mad scramble for Dullahan's missing head breaks out.

Miyoshi Yoshimune (Yoshi-Yoshi) just moved to Ikebukuro because of his parents' work. While exploring his new town with his classmates, Mikado, Anri, and Kida, he hears rumors about "The Headless Rider" and "Color Gangs." While chasing after these rumors, he gets dragged into a conspiracy involving the whole of Ikebukuro...

At the movie theater on Sunshine 60 Dori, the New Year holiday movie “Bodyguard Case 2: Salaryman Ninja Guy,” staring Hanejima Yuuhei and Hijiribe Ruri, is showing. Due to its popularity, more and more people have started to carry attaché cases similar to the one used in the movie. Meanwhile, Celty is busy running around answering requests for delivery of said attaché cases. And then a sandstorm “mist” starts to repeatedly envelope Ikebukuro, making it so that people cannot even see what’s in front of them. It is in these sudden, localized “mists” that an opportunistic thief appears, targeting the attaché cases…
